About Us

The Home Affairs Department (HAD) has been actively supporting the development of social enterprises (SEs) by introducing and promoting them through different channels, so as to enhance public awareness of SEs and encourage the public to shop at SEs by purchasing their products and services.

Our publicity work includes producing and launching TV Announcements in the Public Interest (APIs), outdoor advertisements, television and radio specials, online videos, and organising territory-wide or district-based projects and activities. Also, arrangements are made for SEs to promote their business and sell their products at major trade fairs, such as Hong Kong Brands and Products Expo, and the Food Expo, providing direct access for the public to learn more about SEs and buy their products and services.

Furthermore, the HAD has launched an SE mascot - Bloomy The Tree and the "SE Tree Mark" Programme for assisting the general public in identifying SEs with a view to attracting people of all ages to understand and support SEs.

See how energetic I am! From a tiny seed into a growing tree with the support and care of the general public, I've grown up happily in the loving care and company of the general public.

"SE Tree Mark" Programme

Home Affairs Department's "SE Tree Mark" Programme assists the general public in identifying and supporting SEs in Hong Kong. Members of the public can easily recognise SEs when they see the "SE Tree Mark" logo at these shops, thereby encouraging them to patronise and support SEs.

The SE Tree Mark Programme (The Prog.) covers SEs which have been set up with government funding granted under Enhancing Self-Reliance Through District Partnership (ESR) Programme of HAD and Enhancing Employment of People with Disabilities through Small Enterprise Project (3E Project) of the Social Welfare Department (SWD). The Programme also covers SEs listed under the Social Enterprise Directory maintained by the Hong Kong Council of Social Service (HKCSS) and the SEE Mark Directory maintained by Hong Kong General Chamber of Social Enterprises (HKGCSE).

The "SE Tree Mark" Logo will have a two-year validity period. Applications for the 2025-2026 programme are now open. Eligible social enterprises mentioned above are welcome to contact the relevant secretariats or SE platforms to apply for the programme.
